This study examines the legal framework and financing mechanisms to support investment in working capital for prospective Indonesian migrant workers (CPMI) from Gianyar Regency. Many CPMI face barriers in the form of high upfront costs, which often push them into non-procedural departures with significant legal and social risks. Using an applied research approach that combines normative legal analysis and empirical data, this study explores national and regional regulations, evaluates comparative models in Jembrana and Bangli, and develops a financing scheme suitable for Gianyar. The findings show that Gianyar already has a strong regulatory basis, such as Regional Regulation No. 9/2021, but lacks an effective financing mechanism. The most feasible model is a hybrid scheme that integrates subsidized interest, credit guarantee (Jamkrida), and collaboration with local government-owned enterprises (Perseroda). Simulation results indicate that with an annual budget allocation of IDR 2 billion, this model can assist more than 300 CPMI per year while minimizing risks for both banks and the local government. This research concludes that a legally grounded, socially oriented financing model is essential to reduce reliance on high-risk informal loans and to encourage procedural migration.
